Forty people who were trying to illegally migrate to Europe were caught by the Greek Coast Guard on the island of Chios, handcuffed and loaded onto a Coast Guard boat that sailed towards Karaburun, Turkey, where they had their handcuffs removed and were simply dropped into the sea."
