Can we assume that with his declaration that 'democracy is the answer' to Turkey's Kurdish problem, Prime Minister Recep Tayyip Erdoğan has implied the Turkish state will halt all security operations and let the separatist gang dictate the terms of a 'settlement' through use of violence as a 'negotiating tactic'?"
