The debate on the additional protocol has added a new dimension to Turkish-European Union relations. For the first time after so many years the EU seems to have a real dilemma. As an institution it has to take a decision which is binding but, at the same time, some of its member countries may try to prevent because of the implications it carries. This is the Turkish dilemma of the EU and it will last a long time. The Cyprus issue has become the new escape hatch for some EU countries so that Turkey won't be able to start its negotiations on Oct. 3 this year. The French attitude is not a surprise and neither is the Greek Cypriot one. The surprise is the Turkish
government's disappointment that they've made all the concessions a Turkish government shouldn't have: Endless concessions. In English the phrase is 'enough is enough,' in Turkish 'yeter,' and in Arabic 'kifaye.' "
