Brussels - Turkey has not ruled out the use of sanctions on Iran because of its nuclear programme, but they should only be used as a last resort, Turkey's foreign minister said Friday. 'I did not say that sanctions cannot be an instrument, but we have to do everything possible through diplomatic means in order not to need sanctions ... It could be discussed only if diplomacy fails,' Ahmet Davutoglu told journalists in Brussels."
