ANKARA, July 17 (Reuters) - The OECD suggested on Thursday Turkey enforce multi-yearly spending ceilings combined with a primary budget surplus target, aimed at reducing public debt following the end of a three-year loan deal with the IMF. The Paris-based Organisation for Economic Cooperation and Development called for new government initiatives to strengthen the macroeconomic policy framework, and upgrade the competitiveness of industry and its capacity to create jobs."
