BACKGROUND: U.S.-Turkish relations were shaken in March, 2003, when the Turkish parliament rejected a resolution that allowed deployment of U.S. troops in Turkey to open a northern front against Saddam Hussein's regime in Iraq. Bilateral ties have been strained by other developments, especially Turkish concerns regarding action of some Kurdish groups in northern Iraq and the preservation of Iraq's territorial integrity. "
