The government held out hope that the United States would not allow congressional recognition of the allegations of an Armenian genocide at the hands of the late Ottoman Empire at the beginning of the 20th century, as the powerful Armenian lobby is preparing to submit a resolution to Congress next month.
Observers fear any U.S. recognition of the alleged genocide, which Turkey categorically denies, would have a destructive impact on the ties and say a Turkish government decision to approve broader U.S. access to Incirlik air base in southern Anatolia could help Turkey."
