Choked by years of isolation, the fragile economy of the breakaway Turkish Republic of Northern Cyprus (TRNC), which elects its new president on Sunday, still relies for its survival on handouts from Turkey, the only country that gives it diplomatic recognition. Relief in the form of financial assistance promised by the European Union to reward the TRNC's massive 'Yes' at an April 2004 referendum on a UN plan to reunify the island has yet to materialize and no one expects any lasting, short-term progress. At the referendum, the Greek Cypriots overwhelmingly rejected the plan devised by UN Secretary General Kofi Annan to end the island's division before it joined the European Union on May 1 last year. "
