Europe faces a historic choice

Is Turkey a European country? Its government clearly thinks so, having sought for four decades to join what's now called the European Union. Most Turks, too, want to be part of the world's largest economic bloc and to enjoy the many advantages that go with it.
But many Europeans are not so sure, which partly explains why it has taken the EU so long to respond to Ankara's bid. Negotiations that may last 10 years or more will begin next October."
