SAKARKAYA, Turkey -- In this mountain village near the Syrian border, chickens scurry across snow-sprinkled paths, horses haul firewood to homes, men huddle outside smoking and there are no women in sight.
If Sakarkaya is to enter the 21st century, village leader Mehmet Cetin is convinced the solution lies in the European Union. Once Turkey is a member, he imagines European money transforming the village's poor sugar beet and wheat farmers into factory workers earning hefty salaries like their relatives who have immigrated to Germany."
