For a club that seems outwardly eager for Turkey to join its ranks, the European Union has an odd way of showing its enthusiasm.
That is the impression many Turks have formed of the debate surrounding the EU summit, at which leaders of the 25 member states are expected to invite it to begin accession talks next year.
When a draft of the summit's communiqu� was circulated earlier this month, its tone dismayed many Turks. The impression was of a union prepared to accept Turkey only because it had promised to do so, and ready to take fresh objections to Turkey into account in its decision-making."
