Israel’s apology in March for killing nine Turks in a 2010 raid on a Gaza-bound humanitarian flotilla came as a surprise to everyone, given Tel Aviv’s previous stubborn refusals to do so. It was the only noteworthy achievement of US President Barack Obama’s otherwise uneventful visit to Israel, Palestine and Jordan.
