ISTANBUL — Is the prime minister of Turkey losing his grip? Normally he has one hand on the pulse of the people, the other on his opponents’ jugular. Yet in a mystifying outburst last week, he appeared to excuse the killing last year of 34 Kurdish villagers in a botched antiterrorism operation by saying that those deaths were no worse than the overuse of Cesarean sections to deliver children in Turkey and the overdependence on abortion as a form of contraception.
