ISTANBUL — This might be a good time to dust off the Ankara-Damascus hotline.
Turkey and Syria agreed to set up the emergency link between their capitals in 1998 to avoid a repetition of a crisis that almost led to war between the two countries that year. Relations are now as bad as they have been since then.
