Starting in 2003, growth of electricity consumption in Turkey surpassed the rate of growth in installed capacity, mainly due to the lack of investor interest in the Turkish energy market in the wake of delay in privatization and liberalization of the energy market. To attract local and foreign investments in the energy sector, the government introduced the DUY Market (Turkish for: Free Electricity Trade Market), which is aiming at solving the structural electricity shortage problem. Since DUY was introduced, electricity prices have increased to European electricity price levels, reflecting the actualcosts for energy rather than governmental regulated prices as prior to liberalization."
