The signing of a protocol Friday for the inauguration of the Youth Leaders' Academy, or �Genç Liderler Akademisi,� simply a far-fetched idea for the last 10 years, by Sezai Hazir, president for the Youth for Habitat Association, Mahmood Ali Ayub, Turkey's UNDP resident coordinator, and Muammer Güler, the Istanbul governor, is the first concrete sign of Turkey grappling with its �window of demographic opportunity� � the potential advantage an overwhelmingly young population brings to the country."
