Turkish Foreign Minister and Chief EU Negotiator Ali Babacan said Friday a summit between Turkish Prime Minister Recep Tayyip Erdogan, German Chancellor Angela Merkel and French President Nicolas Sarkozy will not take place as such a meeting will open up Turkey's EU aspirations for debate."
