Washington -- U.S. Secretary of State Condoleezza Rice warned on Thursday that Washington's failure in Iraq, among other catastrophes, would prompt a conflict between Turkey and Iraqi Kurds who would not want to remain in a disintegrating state. Rice and Secretary of Defense Robert Gates sought to promote President George W. Bush's new Iraq strategy in a joint press conference, speeches in Congress and appearances in television interviews throughout the day. Bush on Wednesday night formally announced that he would send more than 20,000 additional U.S. troops to Iraq mainly to improve security in Baghdad as part of his latest initiative."
