A report prepared for the European Union on education emphasized Turkey's need to step up efforts to transform its education system according to the structural reforms in place since 1980. The report determined the Turkish educational system's most crucial deficiency is its incompatibility with developing a free market economy. However it highlighted important improvements such as plans to develop vocational education and an increase in the budget share of the Education Ministry."
