TURKEY’S long-held ambition to join the European Union suffered a blow in September when José Manuel Barroso, the President of the European Commission, appeared to call a halt to the bloc’s expansion — at least for the time being.
As the European Union gave Romania and Bulgaria the go-ahead to join on January 1, Senhor Barroso said that the bloc had to resolve its institutional impasse before it could expand further."
