"Report: Turkey behind on EU schedule
BRUSSELS, Oct. 31 (UPI) -- A forthcoming European Commission report on Turkey's bid for EU accession says the country is lagging on freedom of expression and torture.
The report is due to be released Nov. 8, but was seen by the Financial Times, which said Turkey will be at a disadvantage at a 2-day EU summit on Dec. 14. "
