"France raises new condition for Turkey EU talks

PARIS (Reuters) - France appeared to raise the bar on Tuesday for Turkey to start European Union membership talks in October by saying Ankara must recognise Cyprus first.
But the executive European Commission and EU president Britain said the 25 EU leaders had never made recognition a prerequisite for beginning negotiations, and the Cyprus question should be dealt with separately in a U.N. framework."
