Turkey was a country dragging its feet on every issue, citing �sensitivities� and �special conditions� of the country as excuses for not abiding by �conditions� -- or to put it more kindly, recommendations -- of the European Union.
Human rights: Yes, but� Individual liberties: Yes, but� Freedom of expression and speech: Yes, but� Kurdish language: Yes, but� Prison reform: Yes, but� Reform of trial procedures: Yes, but� Cyprus: Can't be considered in connection with Turkey's European Union process� The problem was resolved, anyhow, back in 1974� "
