There is no reason why Ankara should not want to sign the protocol extending an already existing Turkey-EU association agreement to cover 10 new members, including Cyprus. Turkish officials have repeatedly said that Ankara’s signature will not amount to a recognition of an independent Republic of Cyprus — without drawing any reaction from the major European nations. By signing the protocol, Ankara will be in compliance with the European Council’s demands, while at the same time it will pre-empt the threat of a Cypriot veto of the launching of Turkey’s membership negotiations."
