Turkish Judicial Reforms Reflect New Power Struggle

A judicial reform package passed on 2 July was a product of the power struggle between the prime minister and the Gulen movement at least as much as an attempt to improve the Turkish judicial system.

Turkish deputy prime minister Be ir Atalay yesterday (10 July) said that as many as 10,000 prisoners could be released under judicial reforms passed earlier in the month. These would not include Kurdish members of parliament jailed over alleged relationships with the Kurdistan Workers' Party (PKK), and critics argue that the package has less to do with addressing weaknesses in the Turkish judicial system and more to do with a power struggle between the ruling Justice and Development Party (AKP) and the powerful Gulen movement.

Once the centerpiece of Turkey’s Mideast diplomacy, Syria now has turned into Prime Minister Recep Tayyip Erdogan’s biggest and worsening headache, a test of his leadership that can affect his ambition to lead Turkey from a new, more powerful presidency. Worse, it is not clear how and when the Syrian civil war will end, and even if it ends with Assad’s departure, the uncertain and likely unstable new Syrian state could affect Turkey’s own stability and draw it into unwelcome involvement.

International tourist arrivals in the first four months of 2012 dropped 3.8 percent compared with the same period last year, according to data compiled by Anatolia news agency from the World Tourism Organization (WTO). The Syrian side is just a short walk, perhaps 10 minutes. The area looks completely calm and there is no sign of the Syrian military.

The Energy Market Regulatory Authority in Turkey (EPDK) has issued a permit to the private sector to import six billion cubic meters of gas from Russia, EPDK said today.

Imports of gas will begin from January 1, 2013 and will be imported via the Western route. The private sector's appeals to the EPDK will be accepted till August 10, 2012.

That is the question beyondbrics found itself asking after it had a look at Turkey’s latest trade figures.

According to data released by the Turkish Statistical Institute (TurkStat), Turkey’s trade with Iran in May rose a whopping 513.2 per cent to hit $1.7bn. Of this, gold exports to its eastern neighbour accounted for the bulk of the increase. Nearly $1.4bn worth of gold was exported to Iran, accounting for 84 per cent of Turkey’s trade with the country.

ANKARA -- The Turkish security forces seized on Saturday 150 kg of explosives in the province of Diyarbakir in southeastern Turkey, the semi-official Anatolia news agency reported.

Acting on a tip-off, the security forces found the A-4 type explosives in Topcular village of Hani town, Diyarbakir Governor Mustafa Toprak was quoted as saying, adding that the explosives were ready to go off when they were found.

AN image can call to mind a place, and occasionally a sound does, too. And, of course, so do scents.

One enduring memory of my trip last summer to Bozcaada, an island off the western coast of Turkey, is the aroma of maturing figs, lavender and rosemary carried by persistent winds that locals say help shape the island’s character. Funneled through the Dardanelles, which connects the Sea of Marmara to the Aegean, the winds repel all but the most committed travelers in the winter and attract small numbers of them in the spring and summer. And they help create an environment far different from the mainland: breezy, pleasantly warm and dry, ideal for cultivating grapes.

Academics and scientists in Turkey say that former head of Turkey's Council of Higher Education Kemal Gürüz—a fierce advocate of insulating Turkish education from Islamist influence—has been targeted as part of an ongoing campaign by Turkey's conservative government, which has imprisoned hundreds of progressive military officials, scholars, and journalists. Many are now being tried on charges of having worked for an allegedly terrorist organization called Ergenekon that the government claims is conspiring to destabilize the country. Gürüz's arrest last week pertains to an inquiry into what's known as the "postmodern coup" of 1997. That year, the military forced a conservative regime to limit religious influence in public life and a few months later pushed the regime out of office.

More than 700 people protested at the trial of political scientist Büşra Ersanlı in Istanbul this week.

Turkey is upping the pressure on scientists and students who question its policies, and international human-rights advocates are taking notice.

In the past few years, the government has clamped down on the independence of the Scientific and Technological Research Council of Turkey and the Turkish Academy of Sciences (see Nature 477, 131; 2011). It has also harassed and jailed individual academics and students. Now, an international network is launching a campaign to support Turkish scientists whose academic rights it considers to have been violated. The network has issued a report and this week carried out its first concerted street action, when more than 100 of its supporters joined a large protest at the opening of the trial of Büşra Ersanlı, a political scientist at Marmara University in Istanbul.

Regarding Turkey, Armenians — both inside Armenia and in the diaspora community — have two fundamental perspectives. The first of these perspectives, characterized by a vengeful attitude, is becoming increasingly crystallized. I don't blame them for thinking this way, given the catastrophe that they had gone through, as well as the Turkish state's official policy of denying the issue. I am not in a position to preach to these people to give up this attitude.

Phones ring incessantly with calls from Adana, Gaziantep, Kilis, Osmaniye and Sanliurfa (Turkish provinces close to the border with Syria). The MPs are trying to respond to questions from their constituency while simultaneously attempting to learn the background of the plane crisis themselves.

Tiny Cyprus, divided after a Turkish invasion 38 years ago and its economy in recession, is hoping to prove it can carry its weight when it takes over the EU presidency Sunday.

"What's important for Cyprus to prove is not that it can organise an event -- what it has to prove is that Cyprus can do the job as well as any other European," Cyprus presidency spokesman Costas Yennaris told AFP.
