ISTANBUL — The sun shines on Mustafa Yesildas as he scrubs the sidewalk outside his small furniture shop. He cherishes his neighborhood, despite its crumbling buildings and garbage-strewn streets, and after living here for 38 years could not be happier about what he calls its makeover.
