Istanbul's ballots may have helped Tokyo win

The Yomiuri Shimbun BUENOS AIRES—Some votes for Istanbul by International Olympic Committee members in a tie-breaking round between the city and Madrid may have been intended to give Tokyo a landslide victory in the final round of voting to decide the host of the 2020 Olympics and Paralympics.
