Turkey’s mixed record on rights

The news from Turkey suggests that the country may be at a delicate precipice in its democratic development. Just a month ago I was in Ankara, consulting with the Ministry of Justice’s Justice Academy, the institution that trains Turkish judges and prosecutors. A new Human Rights Center was established at the Academy last August and the question was how to enable this center to be more than just an idea on paper. I interviewed a dozen people at the Academy, the head of the Human Rights Department at the Ministry of Justice, and some law school professors who teach human rights law.
