Turkey’s EU Accession Talks in Deadlock

ISTANBUL–The European Union issued a familiar and rather predictable message for Turkey on Wednesday, offering little hope to jump-start membership talks now stalled for more than two years. It urged the country to press ahead with political reforms, resolve concerns about the rule of law and normalize relations with Cyprus.
