ISTANBUL, Nov 20 (Reuters) - Turkey's Prime Minister Tayyip Erdogan has said the country is close to an accord with the International Monetary Fund and may receive some $20 billion to $40 billion in loans, the Radikal newspaper reported on Thursday."
