The Turkish judicial system differs considerably from the Western systems in some areas. In the United States and in Europe, public prosecutors report to the justice minister, while in Turkey they are independent. The chief prosecutor of the Supreme Court of Appeals is not required to inform the justice minister before he files a not too democratic suit that could end in political instability. "
