ISTANBUL, Turkey – On a recent Friday afternoon, a military team of 84 searchers drove a line of trucks up to two crumpled buildings. Soon rescuers cranked up power tools and began digging for survivors. Soldiers kept civilians at a distance, while medics assembled to treat the wounded."
