"Turkey: EU path shadowed by political instability, says NBG

16:01 - 01 June 2006 - According to National Bank of Greece monthly report, ahead of the progress report on EU entry negotiations with Ankara, due in October, and in response to recent EU criticism about a loss of reform momentum, the Government unveiled a new package of legislation related to the key issue of human rights. This legislation aims at improving civil rights through, inter alia, i) the provision of greater authority to civilian authorities to inspect military spending, ii) the appointment of an Ombudsman in an effort to boost the fight against corruption, and iii) the provision of greater freedom to religious minorities. The related laws are expected to be approved by the Parliament before the summer recess. Moreover, EU governments agreed to start negotiations with Turkey on two of the 35 chapters of the acquis communautaire -- “science and research” and “education and culture” -- in the coming weeks. Overall, any progress on the reform front and/or on membership negotiations will improve investor and market confidence. "
