One of the areas in which Turkey needs to carry out extensive reforms to prepare for EU accession is the role of the military in politics and society. A new book called Governance and the Military: Perspectives for Change in Turkey (available for free downloading here: Harmonie Papers) reviews the progress Turkey has made in this field. It describes major institutional changes like the restructuring of the National Security Council and explores ways in which Turkey could bring its defence organisation closer into line with EU practice. The book also critically reviews the behaviour of the military in the realm of policy and politics. Finally, the book calls on the European Commission to be clearer and more consistent in the demands it makes of Turkey in the field of civil-military relations. "
