Dutch Deputy Prime Minister and Finance Minister Gerrit Zalm said yesterday that Turkey's European Union accession talks, scheduled to begin early in October, would not take too long if the candidate country proved that it had implemented the EU-inspired reforms successfully before and after the start of its entry negotiations."
