Over the past several weeks expectations were high that the Shiite bloc would manage to establish a coalition with Kurdish groups and form a new government in Iraq. Particularly over the past week, there were persistent reports that the Shiites and the Kurds had agreed on a power-sharing formula -- with Jalal Talabani of the Patriotic Union of Kurdistan (PUK) becoming president of our neighboring country and prominent Shiite politician Jafaar Ibrahimi heading the new government as prime minister. "
