This might seem an awkward time to drag Turkey back into Europe. That, nonetheless, is what Angela Merkel and her allies offered: On Sunday, the German Chancellor flew to Istanbul to meet with Turkish Prime Minister Ahmet Davutoglu and President Recep Tayyip Erdogan.
