ANKARA, Turkey — Turkish President Recep Tayyip Erdogan on Tuesday filed a legal complaint against a newspaper and its editor for publishing images of alleged arms-smuggling to Syria, despite criticism from a media freedom group who called on him to stop "bullying" journalists.
