ANKARA, Turkey—The challenges faced by U.S. officials in building a global alliance to battle Islamic State extremists became clearer on Monday as Defense Secretary Chuck Hagel worked to allay concerns of Turkish leaders worried about repercussions from the expanding confrontation.
