Snow caught Istanbul by surprise, says mayor
ISTANBUL
Istanbul was beset by weather-related problems Dec. 20 due to a radical drop in temperature, as well as earlier-than-expected snowfall, Istanbul Metropolitan Municipality Mayor Kadir Topbaş has said.
