ANKARA, Oct 21 (Reuters) - Turkey's telecoms regulator said on Wednesday it had launched a probe against the country's biggest mobile phone company Turkcell (TCELL.IS)(TKC.N) for applying fees in excess of the limits set by the watchdog."
