Prime Minister Nuri Kamal al-Maliki of Iraq and Prime Minister Recep Tayyip Erdogan of Turkey signed a package of accords on Thursday that included deals on oil and gas exports and water sharing along the Euphrates, as well as efforts to ease tensions over Kurdish rebels based in northern Iraq."
