ISTANBUL, Jan 5 (Reuters) - Turkey will have an external financing shortfall of around $15 billion-$30 billion in 2009 and an International Monetary Fund programme is needed to ease concerns about it, Economy Minister Mehmet Simsek was quoted as saying on Monday."
