It was in December 1999 when the silence on political reforms in Turkey was broken. On its summit in Helsinki, the European Union decided that Turkey, which had applied for EU membership as far back as 1987, should be officially granted the status of a candidate. With this, the Union took a watershed-decision in many respects: Membership was no longer a vague promise – it became a concrete option."
