ISTANBUL, Turkey: Turkey is considering a new plan to entice Kurdish rebels to surrender and cease recruiting new fighters, the prime minister said, according to local media Sunday.
Separately, there were reports of clashes in Istanbul between police and supporters of a pro-Kurdish party."
