The Bush administration has launched a belated diplomatic offensive to persuade Turkey that it should not escalate its military offensive in northern Iraq. Turkey is an important NATO ally but contains a troubling streak of intolerance and hot-headed nationalism. It has a bad record in dealing with the Kurds and now threatens to destabilize the one part of Iraq where things have generally been going well."
