Aldulhamid BILICI  We all agree that Turkey’s most difficult test this year was the Iraqi issue. Despite the fact that this issue is a comprehensive and complex one, in practicality two elements were of special concern to Turkey. Firstly, the political entity supported by the US in northern Iraq that protects the Kurdistan Workers’ Party (PKK). Secondly, the final status of Kirkuk being determined by a referendum to be held at the end of this year, as stipulated by the constitution prepared at a period when Sunnis boycotted the political process."
