brussels • Having averted a crisis over Turkey, European Union leaders will toughen their policy on the bloc's future enlargement to try to reassure voters without slamming the door on aspiring nations.
For the 25-nation bloc, the summit today and tomorrow is a welcome anticlimax after months of strife over Turkey, the biggest and most challenging candidate for EU membership."
