ISTANBUL, Dec. 2 — By longstanding tradition, the Turkish Religious Affairs Directorate offers guidance, known as fatwas, when asked by Muslims. The agency even works out of the same building here where Sultan Mahmud II institutionalized the court of Seyhulislam, the supreme cleric, in the early 19th century. The old ways are preserved, down to keeping handwritten notes of the conversations with those seeking answers."
