The expansion of the European Union has been a remarkable force for advancing liberal politics and economics. From the start it demanded strict adherence to these values by any state wishing to join. That prompted radical reforms in countries such as Portugal, Greece and some former Warsaw Pact nations.
Last week Croatia agreed to hand over a suspected war criminal in order to unfreeze its membership bid. At the same time, the EU embarked on perhaps its most ambitious expansion when it started membership negotiations with Turkey, 46 years after Ankara had asked to join."
